Under President Polk the shift into American expansion had been profound, not only had he won the Mexican-American War, but had resolved the issue of the Oregon Territory, annexed Texas and negotiated the Mexican Cession. His actions made much of the continental U.S. we know today. But perhaps there was more to consider beyond the Pacific coast. Aaron H. Palmer was convinced that the mysterious and insular land of Japan was a place rich in abundance of precious metals as well as coal, and the potential was considerable. That mixed with Palmer's concern for how the Japanese mistreated American whalers put a drive in him to intervene and force the hand of the Japanese.
