At a time when the F.B.I. progam "Cointelpro" was created to investigate, discredit and stop American's citizens from their dissenting views, the creators of this newspaper, "The Black Panther - Black Community New Service" were under surveillance. Drawing from the leftist/alternative publication "Scanlans" the Panthers decided to reprint this map showing how pervasive the atmosphere of unrest was and how violence of many types were popping up across the country.
