In a pre-gps world, where there were still no radio beacons, can you imagine flying and how much you would cling to visual landmarks? Can you imagine how hard that could be when crossing endless fields, or non-descript deserts or mountains? This map looks at the potential of roof signs that could help pilots at 2750 ft and below be able to have helpful references.
Carl H. Wolfley was active in the National Aeuronautic Association and years prior to this effort had already been pressing states to number their major roads so they could be readily identified from the air, and by 1925 he had ten or more states that were adopting this approach. And much of this work began around Wolfley's hometown of St Joseph Missouri where he saw this infrastructure expanding from.
