As settlement in the western states and territories continued a continual theme developed of the importance of water. This map from a set that looked at potential water districts based on regional drainages began to wrestle with this matter and look for regional solutions. Here, the regions that could potentially have been created from Evanston Wyoming, and Oxford Idaho, south through the area of the Great Salt Lake and beyond Frisco Utah.
