    At the suggestion of Secretary of War James Holt, there was a potential change of state borders for the sake of defense and troop positioning. This front page map shows some strategic points as well as noting the potential borders for "Old Virginia" and neighboring "New VA", just beyond the Alleghany mountains. These early pre-West Virginia concepts show even a year prior there was momentum to rethink the region.
